Managing and optimizing the acquisition, use and maintenance of software programs within an organization is the business practice we call SAM (Software Asset Management). SAM services provide: infrastructure and software deployment, configuration and usage management, contract management with software vendors and suppliers. Moreover, SAM services aligns software license management, monitoring and proactively measuring the software usage to prevent incompliance (contract breach, over deployment and usage of software, etc.), software audit preparation and support.

After more than 10 years of experience in Software Asset Management and IT consultancy, I promote the importance of managing the legal and financial risks associated with the ownership of software and software licenses and support a legal-IT integrated approach to the ongoing monitoring of the contractual rights and obligations related to software programs usage, at an enterprise level.

With a remarkable career path, Cezar has developed over the years in Oracle Corp., where he gained professional experience as Team Manager within the License Management Services department, performing software measurements and license audits at Oracle customers worldwide. Later, in 2014, he joined B-lay, The License Management Company as Senior Project Manager and later Principal Consultant for SAM Strategy, where he worked with large international customers to support them in building license management programs, optimizing their software cost and preparing for software license audits.

Currently, Cezar is an Independent SAM Consultant, focusing on supporting customers to optimize their software related costs and reduce their risks. He also owns his own company SAMitUp, the first 100% Romanian company specialized in Software License Management.
